Hart was both watercolorist and printmaker. He studied at the Art Institute of Chicago. He was a member of the American Watercolor Society, Brooklyn Society of Etchers, Salons of America and the Society of Independent Artists. Hart was Associated with Jules Pascin, Walt Kuhn, Edward Hopper, Arthur B. Davies and other members of the Social Realist Group of artists.
